This was a combination routine monitoring /Succession of Operator (SO) inspection conducted by DRMS at the <br />Hall Irwin Parker Dersham Resource site. On November 14, 2012 a succession of operator (SO) was approved <br />by DRMS to change the name of the permittee from Hall Irwin Corporation to Bestway Concrete Company. <br />Option B was chosen, and a bond of the same amount was submitted by the new operator. <br />This site is located near the intersection of WCR 2 (Baseline Road) and WCR23 immediately northwest of <br />Brighton in Weld County. There are 52.3 acres currently permitted at this 112c site. The inspection was <br />conducted by Eric Scott of DRMS. The DRMS representative met with permittee representative Mark Johnson <br />of Bestway Concrete at the site office at approximately 0845. DRMS noted that mining activity was taking <br />place according to the approved mining plan at the time of the inspection. <br />Mining has been completed at this site, and reclamation is well underway. The slurry wall around the reservoir <br />portion of the permit has been completed and approved by the SEO's office. The embankment has been graded, <br />prepped and seeded, however, due to difficult growing conditions last season the vegetation did not establish. <br />Reseeding will likely be needed. There is some earthwork/grading remaining to be completed on the north <br />portion of the site before that area can be revegetated. There is also a small area of exposed groundwater near <br />the north end of the site that will need to be backfilled ASAP to avoid possible bonding and SEO compliance <br />issues, but there is ample material staged nearby to do so.
