• It appeared that the dewatering pump had been removed from the remaining bit of pit on the
Morgan property.
• All open bodies of water were frozen over, including Pond 011 and the water in the bottom
of the remaining Morgan pit.
• Pond 013 did have a small zone in the middle of the pond which remained open.
Ponds 012 and 015 appeared to be dry.
GENERAL MINE PLAN COMPLANCE:
• The mine's pit is currently just beyond its narrowest point, immediately north of the Enstrom
home. Using Permit Map 2.05.4-1-2 as a reference, it appears that coal extraction activities
are presently occurring from Cut 107. The mine is projected to extend westward, ultimately
to Cut 111.
ROADS—Rule 4.03
Construction 4.03.1(3) /4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance
4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.032(7):
• Snow had been removed from travel ways within the disturbed area, probably by means of a
motor grader, which was parked at the northeast corner of the pit on WFC's property.
SPECIAL CATEGORIES OF MINING—Rules 4.22 through 4.27:
Prime Farmland - Rule 4.25
• Stockpiles of Lift A, Lift B and Mixed soil are still present on the Morgan property. It did
not appear that the piles have been disturbed by any reclamation activities.
TOPSOIL—Rule 4.06
Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution
4.06.4:
• On the WFC property, topsoil has been recently (since the last snowfall) stripped from an
area ahead of the pit. A fresh stockpile has been constructed, or expanded, behind the active
pit.
ENFORCEMENT ACTIONS/COMPLIANCE
No enforcement actions were issued as a result of this inspection, and none are pending.
