Those pictures also show the slope above which was in poor condition and will need a concerted <br /> effort over an extended period to control erosion and establish vegetation. <br /> The first culvert on the road to Pond 8 was blocked and must be cleared(see photos 7 & 8). This was also noted as <br /> a problem in the October inspection report and it appears that the elevation of the culvert relative to that of the <br /> ditch is too low for it to be effective. It is not clear whether this culvert"belongs"to NECC or to Pioneer Oil and <br /> Gas;regardless,these two must co-operate to maintain roads,ditches and culverts and this structure is critical to <br /> the designed management of surface water at the site,if it does not function as intended,the Division must hold <br /> NECC responsible. <br /> The other culverts on the road to pond 8 were all clear. <br /> Pond 8 was dry, although a little water had pooled upstream.Both spillways were in good shape.Fill 8, as viewed <br /> from the pond,was mostly snow-covered and appeared to be in relatively good shape (see photos 9-14). <br /> The level area far above pond 5,which is the only disturbed area reporting to this pond,has been suggested <br /> previously as suitable for permitting as an SAE,which could then allow for reclamation of pond 5 (see photo 15). <br /> The western edge of this area has some drainage issues which will need to be resolved before re-permitting is <br /> feasible.A substantial gully had formed a few feet to the north of the natural drainage,which was also noted in the <br /> October inspection report(see photos 16-18). This gully must repaired. Some thought should also be given to a <br /> longer term solution to erosion in this area, since the current strategy of controlling flow with straw bales has not <br /> been effective. If the creation of an armored ditch is favored,this should be handled in conjunction with the permit <br /> renewal. <br /> Above Pond 6 straw bales and rock check dams have been effective at controlling sediment runoff,however the <br /> sparse vegetation in the drainage reporting to Pond 6 means that the quantity of sediment is large and these bales <br /> need to be replaced(see photos 19-22). <br /> Pond 6 appeared to be in good shape, although a significant gully has formed below the pond,outside the <br /> emergency spillway(see photos 23 &24).NECC should develop a plan to address. <br /> GENERAL MINE PLAN COMPLIANCE: <br /> The permit renewal for Lorencito Canyon is on-going. This process should resolve some of the outstanding <br /> inconsistencies with maps and clarify the identification of, and the parties responsible for,various roads and <br /> culverts. <br /> SIGNS AND MARKERS—Rule 4.02: <br /> As with other NECC properties,the mine ID sign must be updated to show the new address. <br /> The permit boundary sign below Pond 8 was in place (see photo 13).
