yards of ash plus daily cover soil per year, it will require almost 12 years to complete the <br />reclamation of B -Pit. Thus a present calculation of the "site -life" of the CEC Keenesburg <br />facility should be approximately 12 years. <br />Roads <br />A private paved access road from the north end of Weld County Road #59 to the mine <br />site is currently maintained and used by CEC (and others). Snow fences are in place <br />along this road. While CEC has a Minor Revision in place to apply sand or coal slack on <br />this road under severe weather driving conditions, there has been no need to do so in <br />recent memory. Should this become an issue in the future, the Division will be notified. <br />All CEC site roads have been classified as access roads or light -duty roads, since coal is <br />no longer transported on the site. These roads are located within the CEC permit area <br />and are shown on Map M -1. The roadway details are presented in Appendix N. <br />Longitudinal roadway profiles and a typical roadway cross - section are shown on Map N- <br />10. The topsand and overburden area access roads and light -duty roads are all routed <br />through the reclaimed areas, from the facilities area (just off the main access road) to the <br />current area of ash deposition. These roads are modified, relocated and removed as ash <br />disposal operations advance. They have been completely removed from A -Pit, and are <br />now confined totally to B -Pit. These changes are not anticipated to be pronounced, due <br />to the relatively slow progress of the overall ash disposal operation. <br />The access road located outside the excavation area on the north side of the CEC property <br />and all other access roads were initially constructed by removing about 15 inches of <br />topsand and backfilling the area with a minimum of 24 inches of clay and shale <br />overburden materials. The road surfaces were then overlain with six (6) inches or more <br />of a sand/clay mixture (upper overburden materials). Drainage ditches are also <br />constructed along the access roadways. <br />Operation Areas <br />A recent' calculation of the total remaining topsand amount for all stockpiles versus <br />anticipated needs is as follows: <br />Al, A3, 131 & 132 > 299,000 BCY <br />Topsand requirements < 242,000 BCY <br />57,000 + BCY <br />Thus the total amount of topsand will be sufficient to reclaim the facilities area, the as yet <br />unreclaimed portion of B -Pit, the long -term spoil area and the roads. <br />American Environmental Consulting, "Site Life and Soil Balance Remaining ", 3/30/09 <br />103 07/09 <br />
