Exhibit C — Mining Plan <br />1) <br />a) The excavation of Bear Ranch Gravel Mine will be conducted from <br />November 1, 2012 — October 31, 2017. <br />b) The topsoil (1 -2 feet deep) will be separated and stored. It will be used in the <br />reclamation of the mining site. <br />c) 8 feet of overburden will be excavated from the Bear Ranch Gravel Mine. The <br />overburden will be stockpiled near the excavation site as shown on Exhibit <br />Ela and Exhibit Elb. <br />d) Thickness of deposit is Unknown. <br />e) Material will be excavated from the Gravel Pit area and stockpiled on site or <br />processed as shown on Exhibit Ela and Exhibit Elb. <br />i7 The total disturbed area including the excavation area, stockp1le, and <br />processing area is approximately 1250 ft x 500 ft with a surface area of 9.9 <br />acres. <br />g) A small road will be constructed to access the gravel mine. The dimensions <br />of the road are 20 ft wide x 150 ft long <br />h) Approximately 10,000 gallons of water from Bear Ranch, LLC storage <br />facilities will be used in conjunction with the operation. <br />i) Excavation will be done in a manner to avoid intercepting groundwater. If <br />groundwater is encountered, it was covered up and excavation will cease in <br />that area. Groundwater data from soil pits was used to create cross sections of <br />the project area as shown in Exhibit Elc. <br />j) Water used in the excavation will either be used from onsite storage of from <br />diversion taken in priority to prevent injury to downstream users. <br />k) No acid or toxic producing material was encountered during excavation. <br />1) The hydrologic area will not be impacted. A Storm Water Management Plan <br />(SWMP) will be created for the site. During Construction long term and short <br />term Best Management Practices (BMP) will be implemented. The BMP's <br />will prevent off -site damage and provide stable configuration of the reclaimed <br />area. <br />m) The processing area will have a crusher and stacker in operation as shown on <br />Exhibit EIb. <br />n) The primary commodity mined will be gravel for general use. <br />
