Chevron is currently working with the Mining Safety and Health Administration <br />(MSHA) to change the mine classification from Abandoned to Operational -Non <br />Producing (MSHA # 0503566). Chevron Shale Oil Company, a division of Chevron <br />U.S.A. Inc. shares a working interest in the mine with ConocoPhillips (`Conoco') and has <br />been in communication with Conoco regarding refurbishment and reclassification of the <br />mine. Conoco has concurred with Chevron's plans to proceed with the work proposed in <br />this application See attached Chevron request for concurrent and email response from <br />Dominic Berta, Technology Manager, ConocoPhillips. <br />Proposed Rock Scaling / Exterior Mine Refurbishment <br />Scaling of the rock face above and adjacent to the portal area is necessary to remove any <br />loose rocks so as to establish and maintain a safe work zone. The total extent of scaling <br />necessary would be determined by local factors at the time of investigation and may <br />include spot bolting of some of the large, but stable rocks. Once the scaling was <br />completed, the existing rock catch fence (rock barrier), approximately 70 feet above the <br />mine portal, would be inspected and either repaired or replaced, as the case may be. A <br />cyclone wire mesh would then be draped from that point down the face of the cliff to <br />catch any rock that might fall on or near the portal. The wire mesh would cover the area <br />approximately 50 feet either side of the mine portal. The planned scope of work would <br />include the following steps: <br />1. Safety pins would be installed along the existing bench approximately 70 -feet <br />above the access road. The safety pins would be utilized as anchoring points for <br />the fence construction and rope accessed activities. The safety pins would be <br />accessed using a 120 -foot man -lift; <br />2. The rock slope above the mine portal would be scaled with the intent of removing <br />any loose rock and debris throughout the work zone to allow for a safe work zone <br />on the slope and at the portal area below. Rock scaling activities would also <br />include removing rock build -up within the existing rockfall mesh; <br />3. A low energy rockfall barrier with a rockfall mesh drape would be installed on the <br />existing bench. The rockfall barrier would be 50 -feet wide by 6 -feet tall and the <br />rockfall mesh drape would extend from the rockfall barrier 70 feet down to the <br />portal entrance. The rockfall mesh would be installed with rock dowels on the <br />edges of the drape every 15 feet vertically and would have a %2 inch diameter wire <br />rope attached horizontally every 15 feet vertically. The seams between each piece <br />of rockfall mesh would be secured with "hog- ring" metal fasteners. <br />
