The work completed on the Red Point Mine Stabilization project included: 1) scaling of the rock <br />face above and adjacent to the mine portal area to remove any loose rocks so as to establish and <br />maintain a safe work zone; 2) replacing an existing 6 -foot rock catch fence (rock barrier) <br />approximately 70 feet above the mine portal; 3) installing a cyclone wire mesh drape above and <br />approximately 25 -feet either side of the mine portal and extending from the rockfall barrier about <br />70 -feet to the base of the cliff; 4) replacing the wood lagging on the 25 -foot by 25 -foot portal <br />structure; and 5) clearing the existing road surface of rock debris and reconstructing the existing <br />entrance ramp to allow vehicle and equipment access. <br />No utilities, fans or other equipment have been installed, and no new surface disturbance or <br />vegetation removal occurred as a result of the exterior portal improvements. No surface or <br />groundwater resources were encountered or impacted by the activities associated with these <br />improvements. <br />All improvements to the exterior of the mine entrance will be left in place as these improvements <br />are beneficial to the future use of the existing ranch road and to the safety and security of the <br />mine. These improvements will serve to prevent damage and/or access issues caused by rockfall <br />onto the mine portal structure or onto the existing ranch road. The mine entrance is secured by <br />locked gate and public access is restricted by security at Hiner Gate and by a locked gate on the <br />ranch road above the mine entrance. <br />Due to the recent decision by Chevron to divest of its interest in Oil Shale Research and <br />Development at this time, no re -entry or work was done on the mine interior and no work is <br />expected to be done inside the mine in the near future. <br />The Red Point Mine offers a unique opportunity in the study of the oil shale resource and the <br />mine will not be permanently closed as it is unknown at this time whether it may again be <br />utilized at some point in the future for further research opportunities and/or production mining. <br />The mine will be left in its present condition for the foreseeable future. <br />A signed Operator Statement is attached. <br />Please contact me at 970 - 257 -6042 or jjustus @chevron.com if you have any questions or <br />concerns regarding this Notice of Completion. <br />Sincerely, <br />.44 ic.t....-2 <br />Julie Justus <br />Regulatory, Health & Environment Specialist <br />Chevron U.S.A.
