referenced tables as necessary. If you believe the lower volume is correct, please
provide a justification for this volume.
Response: Under RN -06, it was requested by the Division that Colowyo review the
mass topsoil balance for the South Taylor Pit since it had not been updated as the
Division stated since 2008. Colowyo utilized existing stockpile information, existing
disturbance, and areas left to be stripped to re- calculate the volume of topsoil left to
be salvaged to update Table 2.04.9 -7. By utilizing Map 58 — Soils South Taylor Area,
Colowyo calculated volumes based on what areas are left to be stripped in the South
Taylor Pit. Colowyo firmly believes the estimates provided in Table 2.04.9 -7 are
correct at this time and accurate for the acreage left to be disturbed in the South
Taylor Pit.
Colowyo has recently reviewed the topsoil availability for the entire mine site.
Colowyo firmly believes that the topsoil balance provided in Table 2.05 -1 which is the
consistent balance updated yearly in the Annual Reclamation Report and covers the
entire disturbance footprint (including South Taylor) is correct. Colowyo does not
have any topsoil stripping left in both the West Pit and East Pit; therefore all stockpile
volumes are captured by survey and correct. Additionally, when Colowyo submitted
the initial materials for this renewal, SL -05 (Phase 111 release) acres had not been
removed from Table 2.05 -1. Removing disturbed lands from Table 2.05 -1 increases
the mass balance of topsoil left to reclaim the entire mine site.
If you should have any questions please feel free to contact me directly at (970) 824-
1532.
Sincerely,
Tony Tennyson
Senior Engineer - Environmental
Encl.
Cc: file CF 1.1.3
COAL
COMPANY o4
A Western Fuels - Colorado, LLC mining property
