DEPARTMENT OF NATURAL RESOURCES
DIVISION OF WATER RESOURCES
Response to Financial Warranty Reduction Request Consideration
DATE: December 31, 2012
1 /1 - 0: Michael A. Cunningham, Environmental Protection Specialist
CC: Division 1 Office, District 3 Water Commissioner
FROM: Sarah Brucker, P.E.
RE: Glass Gravel Pit, File No. -1981-022
Operator: Connell Resources, Inc.
Contact: Larry Johnson, (970) 223 -3151
Sec. 3, Twp. 7 North, Rng. 69 West, 6th P.M., Larimer County
1 4EC3;2012
Div v Oe Ci' f"llti.i0n,
Mining &
COMMENTS: The applicant has requested a financial warranty reduction for the Glass Gravel Pit from
$148,500 to $123,939.75 to reflect the costs to complete reclamation. Backfilling at the site in 2010 reduced the
exposed ground water surface area from 4.2 acres to approximately 2.3 acres by April 2012. According to the
financial warranty reduction request, the current area remaining to be backfilled is 1.67 acres. The site is
anticipated to be completely backfilled by June of 2014, at which time it will be reseeded with native vegetation.
The evaporation of exposed ground water from the Glass Gravel Pit (aka G.L. Pit) is covered under a substitute
water supply plan most recently approved on May 15, 2012. Well permit no. 42334 -F was obtained for the
current use and exposed pond surface area of the gravel pit. The current SWSP is valid through May 31, 2013,
and allows for the exposure of up to 2.3 acres of ground water at the site. The Glass Gravel Pit must continue
to be included in a substitute water supply plan until the site is completely backfilled and lagged depletions to
the stream system have ceased.
Based on the above, this office has no objection requested financial warranty reduction for the Glass Gravel Pit.
S CE
Office of the State Engineer °
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 -866 -3581 • Fax: 303 - 866 -3589
www.water.state.co.us
John W.
