Attachments <br />3. The conversion of 274 acres of wheat field to a conservation reserve program <br />(CRP) equivalent plant community that would act as additional habitat for sage <br />grouse, mule deer (Odocoileus hemionus), and elk (Cervus canadensis), <br />4. The avoidance of direct disturbance to all sage - grouse ( and sharp - tailed grouse) <br />leks; <br />5. And the potential revision of grazing management in the area that would benefit <br />local grouse. <br />The Service supports the full implementation of these conservation measures. <br />Additionally, the Service recommends the marking of all wire fencing in areas of high <br />grouse use in the permit area to reduce grouse collisions with fences during flight. CPW <br />has conducted intensive grouse tracking efforts in the Axial Basin area and should be <br />further consulted in this effort. <br />If any additional species that are Federally listed, proposed for Federal listing, or <br />candidate for Federal listing are found in the project area, if critical habitat is designated <br />in the project area, or if new information becomes available that reveals that the action <br />may impact such species in a manner or to an extent that was not previously considered, <br />the Service should be contacted to determine if further section 7 consultation will be <br />required. <br />Based on the Service's BO to OSM, OSM asks that the above conservation recommendations be <br />included as a condition of the permit approval for the Collom Expansion of the Colowyo Mine. <br />If you have any questions regarding this section 7 consultation, please contact me at (303) 293- <br />5044. <br />cc: OSM -PSD, Foster Kirby <br />Sincerely, <br />Dawn S.
