OXBOW MINING, LLC
3737 Hwy 133 P.O. Box 535 Somerset, Colorado 81434 USA Tel (970)929 -5122 Fax
(970)929 -5177
December 20, 2012
Mr. Brock Bowles
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, Colorado, 80203
Re: Oxbow Mining LLC, Permit No. C -1981 -022 - MR -101— Response to PAR #1.
Dear Mr. Bowles,
RECEIVED
DEC 2L 2012
Division of Reclamation,
Mining & Safety
"
The purpose of this letter is to provide a response to the Division's November 28, 2012 PAR #1 for
MR -101.
1. Facility Description.
A revised PAP page 2.05 -23c is attached and contains additional language describing the generator
facility, and in particular, the facility substation.
2. Facility Drainage.
The facility is designed to generally route stormwater sheet flow to the west, east and north and
ultimately to Elk Creek. The facility utilizes a gravel pad, vegetative cover, BMPs (straw bales and
straw wattles, sediment traps), rock protected drainage channels, etc. to reduce sediment from the
site. Once the facility construction is completed, the facility will direct drainage away from the
OMLLC facility to reduce any effect on OMLLC sediment control systems. We have provided such
flow paths to the attached revised Map 2.05 -M1.
3. Sump Water Injection Borehole
We believe the borehole is accurately presented on the submitted Map 2.05 -M1. The surveyors are
utilizing state of the art GPS based survey technology for these surveys.
4. Disturbance Boundary Change.
The difference between the original disturbance boundary and the smaller, revised disturbance
boundary is only 0.2 acres. A revised application form is attached reflecting this change.
5. Other Facility Regulatory Authorities.
As requested by Director Pineda, PAP page 2.05 -23c has been modified to include an identification
of those authorities who would have regulatory oversite for the facility.
