Response to DRMS Adequacy Review — Cotter SR -13A Mine Reclamation Plan Amendment <br />Cotter will submit an "As- Built- Certification" to the Division following the <br />construction of the Drainage Design Plan facilities. <br />18. Addressing Rule 6.4.21 (16) — On page T -24, the EPP states that Cotter Corp. will conduct <br />regular inspections of all structures. Please inform the Division of the anticipated minimum <br />inspection frequency interval. <br />Cotter will at a minimum inspect all structures one to two times per week when the <br />mine is active and one to two times per month when the mine is inactive. <br />19. Addressing Rule 6.4.21 (18) (b) — Please describe the measures Cotter Corp. intends to take <br />to prevent wildlife from coming into contact with uranium, uranium by-products or any other <br />radionuclides. <br />The Colorado Parks and Wildlife (CPW) was informed of Cotter's intent to mine <br />and store uranium onsite. It estimated that effects to wildlife would be minimal and <br />did not recommend any additional measures to protect wildlife from coming into <br />contact with uranium, uranium by- products or any other radionuclides. <br />20. The Mining and Reclamation Plans, on page C -4 and D -2, state that the waste pile will be <br />reclaimed to no steeper than 2H: 1V. This exhibit uses a slope of 3H:1 V to calculate a factor <br />of safety. Please use a slope equal to or steeper than the proposed final slope to determine <br />factor of safety for the waste rock pile. <br />The waste rock pile will be graded at no steeper than 2(H):1(V), or 26.57° <br />The factor of safety is FS = tan (40 °) /tan (26.57 °) = 1.678 <br />> 1.4 is the recommended parameter for the safety factor of permanent slopes, so <br />the waste rock pile is considered stable. <br />21. Please inform the Division of the maximum anticipated total thickness of the waste rock pile. <br />Please see # 3. <br />5 <br />
