Colorado 80903 <br />Is resubmitting for Construction Material Operation 1 1 2 c Permit <br />Mine Name: STONEWALL SPRINGS QUARRY GRAVEL PIT <br />The above referenced applicant is resubmitting for Construction Material Operation 1 12c permit <br />to update its status with the Mine Land Reclamation Board and the Division of Reclamation. <br />\ lining and Safety. The purpose of this letter is to explain the status of the Stonewall Springs <br />Quarry Gravel Pit and why the operator is resubmitting for Construction Material Operation 1 1 2 c <br />Permit. <br />The Mine Land Reclamation Board and the Division of Reclamation, Mining and Safety <br />approved the applicant's permit. File Number M -2008 -0525 on April 29. 2009. The Mine Land <br />Reclamation Board and the Division of Reclamation. Mining and Safety set the financial <br />warranty for the reclamation bond. This bond would be used to reclaim the site as proposed by <br />the applicant/operator if the permittee should fail to perform the reclamation. The timing of the <br />approval happened as the construction industry was on the decline and the forecast of <br />construction spending was on a negative. This development was disappointing to the <br />applicant/operator. Stonewall Springs Quarry. LLC had based the productivity of the operation on <br />a positive upward trend with a modest increase in production in subsequent years. Therefore. the <br />financial warranty was substantially more than the operating budget could sustain and have the <br />company stay profitable. After analyzing the business plan Perfirrma it was decided to ask the <br />Mine Land Reclamation Board and the Division of Reclamation. Mining and Safety for an <br />extension of time before submitting the bond and the Mine Land Reclamation Board and the <br />Division of Reclamation. Mining and Safety granted that request for two (2) years. Unfortunately. <br />the Mine Land Reclamation Board by -law could not grant another extension. therefore Stonewall <br />Springs Quarry, LLC is resubmitting -for a Construction Material Operation 1 12c Permit. <br />Thus in order for the applicant. operator to comply when resubmitting they are required to verify <br />the information that was submitted in the original application. The process of resubmitting has <br />begun and the applicant/operator is respectfully asking all of the parties to review the documents <br />that they receive from Stonewall Springs Quarry. LLC. The main objective in resubmitting is to <br />reduce the financial warranty to a dollar amount that can he sustained by phasing the mining <br />activity. The Mining Plan will be modified to accommodate this objective. The end use of the <br />land to be reclaimed will remain as Rangeland and'or a Developed Water Resource. The <br />operation will also have a new Mine Land Reclamation Board File Permit Number. which will be <br />assigned by the Division of Reclamation.
