constructed on mainly fill material. It was surface treated with 12 inches of gravel in June of <br />1992 and certified. A portion of the road was reclaimed when the R.O.M. area was reclaimed. <br />The remaining portion of the R.O.M. haul road will be reclaimed as well. <br />The haul road leading to the West Ridge Waste Pile was constructed in 1984 and had originally <br />been designated as an access road. However, the road was upgraded to a haul road and a certified <br />relevant showing, pursuant to Rule 4.03. 1 (1)(d)(ii) was submitted as part of the Permit Renewal <br />No. 3 adequacy. The certification states that, with the information that is available, the haul road <br />meets the specifications of Rule 4.03.1, except for grade requirements. The 400 feet of road has <br />an overall grade of 12.5 percent, in excess of the 10 percent upper limit for overall grade, of Rule <br />4.03.1(3)(a)(i) and also in excess of the maximum grade of 10 percent for any 300 foot section <br />within any 1,000 foot length, set forth in Rule 4.03.1(3)(a)(iii). The Division granted BRL's <br />request to accept this alternative design, as allowed in Rule 4.03.1(1)(e), based on the <br />performance history of this road over the years. <br />11. Support Facilities - Rule 4.04 <br />The mine facilities at the Bowie No. 1 Mine were predominately located in three areas - the main <br />East Mine and the Run -of -Mine (ROM) stockpile area across the way on Steven's Gulch Road, <br />the Bowie No. 1 West Mine and the train loadout. Three other miscellaneous structures are <br />found within the permit area. They include the guard shack at the entrance to the East Mine <br />from Steven's Gulch Road, the superstructure of which has been removed for reclamation, the <br />500,000 gallon water tank and well house at the Steven's Gulch well field, and the Bowie No. 1 <br />West Mine pipeline. These facilities are described in Section 2.05, and maps are found in <br />Volume 8A. <br />The main East Mine facilities area is located east of Steven's Gulch Road. All of the mine <br />buildings and coal handling structures have been demolished. Demolished facilities included the <br />office /bath house building, the warehouse and shop, a crushing and screening building, a transfer <br />tower, conveyor structures, and a truck loading station. These structures were either disposed of <br />offsite or buried in place. Concrete foundations and piers were broken up and buried in place. In <br />addition, two water tanks (100,000 gallon and 200,000 gallon) located on the north end of the <br />disturbed area were removed. A fueling area, sewer plant, and waste oil storage tank were <br />reclaimed; the superstructure of the fueling area has been demolished and disposed of offsite, <br />and the sewer plant and waste oil storage tank have been removed. The concrete foundations of <br />the fueling facility and the waste oil storage tank were broken up and buried in place. The coal <br />which had been stockpiled at the crusher /screener bench and at the highway coal stockpile next <br />to the train loadout was transported by truck to the Bowie No. 1 loadout and shipped out by rail. <br />The highway coal stockpile area was covered in one to two feet of soil and seeded and mulched <br />in order to temporarily stabilize the area until final reclamation. The adits at the Bowie No. 1 <br />main East Mine were backfilled with compacted, non - combustible fill in 2001. <br />Facilities at the Bowie No. 1 West Mine portal bench area included three portals, a warehouse, <br />shop, fueling station and rock dust tank. A substation provided a power linkage to the mine. All <br />of the facility structures at the portal bench area were dismantled and removed offsite. Some of <br />the equipment was transported to the Bowie No. 2 Mine for use. Concrete foundations were <br />broken up and covered before the backfilling and grading operations began. The three portal <br />adits were backfilled with compacted with non - combustible material in 2000. After structural <br />demolition, the West Mine portal bench area was backfilled and graded.
