NPDES8 (Pond 008) exceeded the
chronic selenium receiving stream
standard of 4.6 ug /1. The selenium
standards are not a NPDES permit
limit. The permit limit for
selenium is to "Report" only. An
NPDES Compliance Schedule to
meet the selenium limit by
December 31, 2015 is associated
with the permit.
Based on a Memorandum of
Understanding between the
Division of Reclamation, Mining
and Safety and the Water Quality
Control Division (WQCD), the
WQCD will be responsible for
enforcing CDPS permit conditions.
8. Basic Standards for
CWQCC regulations
NA
The manganese standard was
Surface Water
31.1.11
exceeded twice at Site 008. Based
on CWQCC reg. 31, the standard of
0.2 mg /1, applies to plants grown
in acidic soils ( <6.0 pH). In alkaline
soils, as found on the Seneca II
site, the EPA standard would be 10
mg /1. The maximum manganese
value observed at any surface site
was 1.61 mg /1.
The total recoverable selenium
standard 20 ug /l was exceeded in
May with a value of 20.6.
9. Instream Numeric
CWQCC regulation 33.0
NA
Four Seneca II monitoring sites
Standards
exist within the Fish Creek
Drainage: The 008 outfall and
SSB12 are on Bond Creek and
discharge into Fish Creek which is
on Segment 13b of the Yampa
River basin. Sites SSF11 and SSF13
are on Fish Creek. The stream
standards for Fish Creek are based
on aquatic life standards. The total
recoverable iron standard (1.0
mg /1) was exceeded at sites SSF11
and SSF13. Nitrite standard (0.05
mg /1) was exceeded at SSF13. See
above for Selenium exceedance at
NPDES8.
