Page 3 of 6 <br />NPDES8 (Pond 008) exceeded the <br />chronic selenium receiving stream <br />standard of 4.6 ug /1. The selenium <br />standards are not a NPDES permit <br />limit. The permit limit for <br />selenium is to "Report" only. An <br />NPDES Compliance Schedule to <br />meet the selenium limit by <br />December 31, 2015 is associated <br />with the permit. <br />Based on a Memorandum of <br />Understanding between the <br />Division of Reclamation, Mining <br />and Safety and the Water Quality <br />Control Division (WQCD), the <br />WQCD will be responsible for <br />enforcing CDPS permit conditions. <br />8. Basic Standards for <br />CWQCC regulations <br />NA <br />The manganese standard was <br />Surface Water <br />31.1.11 <br />exceeded twice at Site 008. Based <br />on CWQCC reg. 31, the standard of <br />0.2 mg /1, applies to plants grown <br />in acidic soils ( <6.0 pH). In alkaline <br />soils, as found on the Seneca II <br />site, the EPA standard would be 10 <br />mg /1. The maximum manganese <br />value observed at any surface site <br />was 1.61 mg /1. <br />The total recoverable selenium <br />standard 20 ug /l was exceeded in <br />May with a value of 20.6. <br />9. Instream Numeric <br />CWQCC regulation 33.0 <br />NA <br />Four Seneca II monitoring sites <br />Standards <br />exist within the Fish Creek <br />Drainage: The 008 outfall and <br />SSB12 are on Bond Creek and <br />discharge into Fish Creek which is <br />on Segment 13b of the Yampa <br />River basin. Sites SSF11 and SSF13 <br />are on Fish Creek. The stream <br />standards for Fish Creek are based <br />on aquatic life standards. The total <br />recoverable iron standard (1.0 <br />mg /1) was exceeded at sites SSF11 <br />and SSF13. Nitrite standard (0.05 <br />mg /1) was exceeded at SSF13.
