base and 6 inches of gravel surfacing. Embankment materials utilized conformed to applicable standards. No <br />excess or unsuitable material from excavations was encountered and no acid and toxic - forming materials were <br />S encountered or utilized in embankment construction. The road fill consists of mine spoils, contains less than 25 <br />percent rock larger than 6 inches and was spread in successive uniform layers not exceeding 12 inches, prior to <br />compaction. Fill material was not dumped in final position, but was dumped and then bladed to facilitate proper <br />compaction. Design density was achieved for each successive lift throughout the lift prior to placement and <br />compaction of the next lift. The Access/Haulroad was surfaced with gravel to form a durable road surface. Acid <br />and/or toxic forming substances were not used in the road surfacing. Typical gravel (road surfacing) characteristics <br />conform to the following specifications: <br />Screen Size <br />Material Passinc <br />1 -% inch <br />100% <br />1 inch <br />75 -90% <br />3/8 inch <br />40 -75% <br />No. 4 mesh 30 -60% <br />No. 10 mesh 2045% <br />No. 40 mesh 15 -30% <br />No. 200 mesh* 5 -15% <br />*The fraction passing the No. 200 mesh shall not be greater than two - thirds of the fraction passing the No. 40 mesh <br />Construction activities for the access/haulroad were conducted in accordance with the approved Permit C -82 -056. <br />As -built P.E. certifications for the Access/Haulroad are included in Exhibit 25, As -Built Certifications of <br />Access/Haulroad and Other Haulroads. <br />Once the road is no longer needed, culverts will be removed, and the road and associated drainage features will be <br />reclaimed by ripping, scarifying, and grading road surfaces, fills, and ditches to blend with the surrounding terrain. <br />Topsoil is generally not available for reclaiming the mine roads because they have been constructed in previously <br />disturbed areas, therefore, the best available plant growth media will be utilized as a soil substitute. Potential <br />growth media will be analyzed for nutrients and, if indicated, soil supplements will be applied. Following soil <br />substitute replacement, reclaimed road areas will be seeded with the standard revegetation seed mix. <br />Subsequent to initial construction of the Access/Haulroad, TCC obtained approval (MR03 -184) and resurfaced the <br />existing Access/Haulroad with a 4- to 5 -inch asphalt matt. The matt is approximately 30 feet wide, except adjacent <br />to the office building where it is up to 45 feet in width. Minor subgrade preparation was completed prior to <br />placement of the asphalt matt. A report addressing surfacing recommendations for the road is presented in Exhibit <br />48 -3. <br />2. Haulroads <br />2A. Haulroad Connector <br />A short (approximately 120 feet) haulroad segment was approved (Technical Revision to Permit C -82 -056, April <br />16, 1984) and constructed to connect the TCC haulroad (Access/Haulroad) with the existing CYCC Haulroad B. <br />This road segment extends from the Access/Haulroad at the road intersection near the freshwater borehole to the <br />beginning of Haulroad B -2 just west of the 0 -Entry shaft and fan building, as shown on Map 24, Surface Facilities. <br />The centerline road profile for the Haulroad Connector is included as part of the Haulroad B -2 profile, and the <br />profile and typical cross - sections are shown on Map 30, Road Profiles and Cross - Sections. <br />Road foundation and gravel thickness were designed based on site soil properties and the methods outlined in the <br />U.S. Bureau of Mines Information Circular, IC 8758, "Design of Surface Mine Haulage Roads - A Manual ". The <br />Haulroad Connector is not within 100 feet of any public road right -of -way and will not require relocation of a <br />•public road. <br />TR06 -55 2.05 -67 07/26/06 <br />
