Hickenlooper <br />Governor <br />Mike King <br />Executive Director <br />Dick Wolfe, P.E. <br />Director /State Engineer <br />RECEIVED <br />C 122012 <br />Oivision of Reclamation, <br />Mining & Safety <br />We have received your July 31, 2012 letter requesting the renewal of a substitute water supply <br />plan ( "SWSP ") in accordance with 37 -90- 137(11) C.R.S. for a sand and gravel pit to be operated by the <br />applicant, Trans Colorado Concrete (a division of Pete Lien & Sons, Inc.). The most recent SWSP <br />approval letter was dated May 20, 2011. The mine is permitted with the Division of Reclamation, Mining, <br />and Safety under File No. M- 2004 -013. The $257 renewal fee has been accepted with receipt no. <br />3656405. <br />The St. Barbara Sand and Gravel Mine is located in Section 1, Township 21 South, Range 63 <br />West of the P.M. and Section 6, Township 21 South, Range 62 West of the 6 P.M. in Pueblo County. <br />Mining at the St. Barbara Sand and Gravel Mine is projected to continue for approximately 25 years. <br />However, at this time it is uncertain whether mining at the site will occur over the approval period. <br />Therefore, two scenarios were considered; Scenario A assumes that mining will occur over the approval <br />period and Scenario B assumes that mining will not occur over the approval period. The maximum <br />exposed water surface area in the five ponds located on the property is currently at 7.46 acres (1.34 <br />acres -pond 1, 1.80 acres -pond 2, 2.04 acres -pond 3, 0.90 acres -pond 4 and 1.38 acres -pond 5). This is <br />the total exposed surface area during all months when mining is not in progress. <br />Under Scenario A, Pond 5 will be actively mined during the months of June and July only. Pond <br />5 will be dewatered via a dewatering trench when the cell is being actively mined. The dewatering <br />trench is 3,800 feet in length with an average width of 5 feet for a total exposed water surface area of <br />0.44 acres. Therefore when mining is in progress 6.52 acres is exposed in ponds 1, 2, 3 and 4 and the <br />dewatering trench. Operational losses will occur due to water retained in the mined product and water <br />used for dust suppression. <br />Under Scenario B, there will be no mining on this site during the approval period and <br />evaporation will occur from exposure of a total of 7.46 acres of water in four settling and wash ponds <br />and in the mined cell for the entirety of the approval period. No operational losses will occur under <br />Scenario B. <br />
