December 5, 2012 C-1980-007/West Elk Mine JRS <br /> SUPPORT FACILITIES -Rule 4.04: <br /> -The Sylvester Gulch facilities area remained stable at the time of the inspection. There were no problems noted <br /> with any of the benches. The fan bench along the Sylvester Gulch haul road was also stable. <br /> -The coal silo and lower coal stockpile area was stable at the time of the inspection. The benches were all stable <br /> and there were no signs of any erosion at these locations. <br /> -The coal loadout area was stable,with no problems noted. <br /> TOPSOIL —Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> -The subsoil pile by pond MB-5E was well vegetated and stable. No erosional problems were noted on the pile. <br /> -The live subsoil stockpiles along the Sylvester Gulch haul road were well vegetated and stable. No erosional <br /> problems were noted on either pile. <br /> -The topsoil piles in the NSSA were both well vegetated and stable at the time of the inspection.
