Because CF&I Steel Corporation owns all of the surface which is affected
by the Maxwell Mine, the - return of the lands' condition to the
post-mining land uses is consistent with the surface owner' s consent.
This approach to reclamation of the disturbed areas and affected areas
and its return to the pre-mining land uses, is consistent and compatible
with the state and local governments' proposed land uses as described in
the Las Animas County Land Use Plan Element to the County Master Plan,
May 1978.
