Revised 11/15/81 <br /> Topsoil material will be removed utilizing front end loaders and trucks <br /> or wheel scrapers. Due to the minimal amount of soil material which is <br /> available, particular care will be taken to ensure that all available <br /> soil material is removed prior to construction of the coal processing <br /> waste bank. Upon removal , the soil material will be hauled to the soil <br /> stockpiles as shown on the Mine Plan Map (Map 3) for storage. The <br /> topsoil mass balance for all soil materials to be removed is shown in <br /> Table 14, Topsoil Mass Balance. Selection of the location of the soil <br /> stockpiles has been made to minimize wind and water erosion and <br /> contamination. The stockpiles will be stabilized with fast growing <br /> vegetation to ensure that no soil material is lost to ensure that the <br /> soil material is available for later reclamation of the area. <br /> Overburden <br /> Because the Maxwell Mine is an underground operation which was <br /> constructed during 1976 and produced coal in 1977, CF&I Steel <br /> Corporation does not plan to remove any overburden during the operation <br /> of the mine. Therefore, no use of explosives for surface operations is <br /> planned during the permit term. <br /> Coal Handling Structures <br /> Coal handling structures which CF&I Steel Corporation currently uses at <br /> the Maxwell Mine are described in the facilities section of 2.05.3, <br /> Operation Plan - Permit Area. The location of the coal handling <br /> structures are shown on the Mine Plan Map (Map 3). In addition, the <br /> general construction use and maintenance of these structures are also <br /> 2.05-21 <br />
