of o o` <br /> NQ. p DEPARTMENT OF NATURAL RESOURCES <br /> * David H.Getches,Executive Director <br /> MINED LAND RECLAMATION DIVISION <br /> 876 / D"ID C.SHELTON, Director <br /> Richard D.Lamm <br /> Governor <br /> M E M O R A N D U M <br /> 30 October 1984 <br /> TO: Candy Thompson <br /> FROM Jim Pendleton <br /> RE: Response to Stipula ' n No. 1 , Permit Revision No. 1 , New Elk Mine <br /> Pursuant to your request, I have completed a review of the geotechnical <br /> aspects of Wyoming Fuel Company's response to stipulation No. 1 , placed on <br /> Permit Revision No. 1 to Permit No. C-012-81 , for the New Elk Mine. The <br /> company's submittal presents a thorough stability analysis and construction <br /> specifications for the sediment pond embankment to be constructed in <br /> conjunction with the new waste structure at the New Elk Mine. <br /> The report contains boring logs and laboratory test results, within its <br /> appendices, for all the materials encountered at the site. The report also <br /> presents strength testing results for the materials to be imported to <br /> construct the embankment. Acceptable construction specifications and <br /> standards are presented within the report. <br /> A thorough mathematical slope stability analysis is presented within the <br /> submittal . The minimum static slope safety factor is determined to be 1 .52, <br /> which satisfies our regulatory requirements. A pseudo-static seismic slope <br /> stability analysis was also performed and is presented within the report. <br /> Using an appropriate seismic acceleration factor of 1 .05, the minimum <br /> projected pseudo-static slope safety factor is 1 .41 . <br /> The stability analysis and engineered design presented within Wyoming Fuel 's <br /> submittal satisfy our regulatory requirements and are in conformance with the <br /> prudent state-of-the-art of geotechnical embankment engineering. <br /> cc: Brian Munson <br /> 423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.(303) 866-3567 <br />
