sump water injection hole on the Elk Creek Electric Generating Pad has been fitted with a steel manhole cover
(photo 3). Ditch D6 west of the Elk Creek Fan has been cleaned(photo 4). The culvert under the Pond E light use
road has a large rock in the inlet side and needs to be cleaned. Ponds A, B and D contained water, appeared to be
functioning properly and were not discharging. The small ditch around the coal silo directing water to Pond A was
clean and well maintained(photo 5). A new straw waddle was installed at GVB-LW7-04.
PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11❑ Drainage Control; Surface
Stabilization; Placement:
The II West Valley Coal Refuse Pile appeared to be stable. The top of the pile was compacted and a berm
was in place on the outslope edge.
ROADS—Rule 4.0311 Construction 4.03.l(3)/4.03.2(3)❑ Drainage 4.03.l(4)/4.03.2(4)11 Surfacing and
Maintenance4.03.1(5) and(6)/4.03.2(5) and (6)❑ Reclamation 4.03.l(7)/4.03.2(7):
The Elk Creek Haul Road,the parking area and the access roads around the mine office were well
maintained and appeared to be stable. The gate on the Bear Creek access road was locked and the road was in
good condition up to the Bear Creek Fan. Between the fansite and GVB-LW7-04 the access road was muddy in
spots but passable.
SUPPORT FACILITIES -Rule 4.04:
The Bear Creek Fansite looked stable and the fence was in good condition.
SIGNS AND MARKERS —Rule 4.02:
Multiple disturbance boundary markers were knocked over and need to be re-installed along the Elk Creek
drainage.
TOPSOIL—Rule 4.06❑ Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3;
Redistribution 4.06.4:
The 11 West Soil Stockpile was in good condition. The appropriate signs were in place. Some cheatgrass
was noted on the topsoil stockpile.
