The mulching technique to be used in the reclamation work will be <br /> as follows: <br /> A straw mulch will be applied and spread by hand or machine <br /> immediately after seeding. The mulch will be crimped with a disc <br /> or similar agricultural implement . Plastic netting to hold the <br /> straw mulch proved to be undesirable in the test work at the <br /> Maxwell Mine (Exhibit 18 , pg. 63) and, therefore, will not be <br /> used. Should problem areas develop during the seeding and <br /> mulching work, a nursery crop such as oats or barley will be <br /> considered. <br /> CF&I ' s Land Operations Department which employs a graduate <br /> agronomist oversees a large amount of property adjacent to and <br /> surrounding the Maxwell Mine. Their experience indicates that <br /> need for pesticide and herbicide control measures would not be <br /> anticipated during the reclamation and maintenance period. The <br /> CF&I Land Department has expertise in range science and <br /> management. They will be consulted during reclamation work and <br /> maintenance periods to determine if control measures are <br /> required. When necessary, a Licensed Contractor will be used to <br /> implement pesticide and herbicide control measures. The <br /> contractor would determine the application rates, methods, <br /> chemicals, and season and comply with all applicable State and <br /> Federal regulations . <br />
