WFC proposes to sample cover and species composition for <br /> the Willow carr reference area. Cover is the only necessary parameter, as the <br /> revegetation success criteria will be according to Section 4.15.10. <br /> Topsoil Planning and Post-Mine Land Uses <br /> The areas of surface disturbance to be reclaimed by WFC are shown on Figure 1. <br /> The proposed post-mining land uses are shown on Figure 2. Figure 1 was prepared to <br /> facilitate topsoil planning. No topsoil or subsoil has been removed except in the area of <br /> Pond 004. This topsoil pile is east of the active waste dump and contains approximately <br /> 6100 yd3. Figure 1 shows areas of limited disturbance where vegetation has invaded or <br /> was never disturbed. WFC believes it is unnecessary and unwise to redisturb these areas <br /> as they are currently stable. Areas disturbed with and without refuse are also delineated <br /> on Figure 1. Soil samples were taken during the week of July 11, 1985 to a depth of 18 <br /> inches. The sample locations are shown on Figure 1. The results of these analyses are <br /> given in Appendix 1. The refuse appears to be a suitable medium for plant growth. The <br /> primary limiting factor is the black color. <br /> It is WFC's intent to cover all areas of waste with 4 to 6 inches of topsoil. In those <br /> areas of disturbance with no waste, WFC plans only to loosen the soil by ripping and <br /> prepare the seedbed using standard reclamation practices. <br /> There are five (5.0) acres of waste in the WPA. The waste is in a portion of WFC's <br /> noncoal waste disposal site. Soil will be borrowed from the undisturbed area east of the <br /> site. Salvaging depth will be approximately 15 inches over two (2) acres. Sufficient <br /> subsoil will be left to revegetate the borrow area. WFC will commit to analyzing in-place <br /> subsoil prior to revegetation of this area. <br /> The EPA area contains approximately twenty-two (22) acres of surface waste. <br /> Therefore, eleven (11) acre feet of cover soil will be required to cover the entire twenty- <br /> two (22) acres with at least 6 inches. Two (2) acres 0 acre-foot) was topsoiled during the <br /> Middle Fork diversion construction. WFC is proposing to leave one acre-foot (2 acres of <br /> cover) of topsoil from the refuse disposal area topsoil piles. Four (4) acre-feet of topsoil <br /> -4- <br />
