2. Herbaceous productivity shall be at least 90 percent of the productivity as <br /> determined from the Golden Eagle grassland reference area with 90 percent <br /> statistical confidence. <br /> 3. Species composition will be deemed adequate when the reclaimed land consists of a <br /> mixture of the same seasonal variety and will support the post-mining land use as <br /> the Golden Eagle reference area. <br /> Shrub density will not be used to evaluate revegetation success since the post- <br /> mining land use is grazing. Rather, the shrub component will comprise up to 5 percent of <br /> the species composition. <br /> Roads <br /> All roads including light use, access and haul roads will be reclaimed at the Golden <br /> Eagle Mine. Reclamation of roads will proceed when access is no longer needed for <br /> maintenance of reclaimed areas. Roadbase will be removed and placed over active <br /> refuse. The roads will be ripped to a depth of 6 to 18 inches and scarified prior to final <br /> seedbed preparation. Fill and cut slopes will be graded to blend with the post-mining <br /> topography. Water bars will be installed as necessary to prevent excessive erosion. The <br /> existing crossing at the Golden Eagle Mine will be removed when access is no longer <br /> required to the south side of the Purgatoire River. <br /> Revegetation Evaluation <br /> Evaluation of revegetation efforts shall begin the year initial seeding takes place. <br /> Evaluation of seeded areas shall be on annual basis. An annual revegetation success <br /> evaluation will be submitted to the Division on or before January 30 of each successive <br /> year. <br /> Permanent transects will be established in seeded areas. Transects will be 50m to <br /> 100m in length. WFC proposes to utilize the point frame method to evaluate cover and <br /> diversity. The point frame will be placed at 5m or 10m intervals. A total of 100 points <br /> will be evaluated per transect. To determine sample adequacy WFC will utilize a 0.10 <br /> precision level and Z value of 1.64 for grassland and 1.28 for shrub (riparian). <br /> -13- <br />
