The production of desirable perennial grasses and <br />perennial forbs averaged 106.49 grams per quarter square meter or 3,795.3 pounds of air - <br />dry forage per acre. According to the sample adequacy equation found in Rule <br />4.15.11(2)(a), sample adequacy at the 90 percent confidence level, for "desirable forage <br />production," was achieved with 26.49 transects and 30 transects were sampled. <br />First year's forage production from the Irrigated Pasture Reclaimed Area IP -4 (old SL -12) <br />Phase III are found in Appendix 1 - Table 8, Irrigated Pasture Reclaimed Area IP - 3 (SL- <br />12) - Production found on page 21 of the 2011 report. The production of desirable <br />perennial grasses and perennial forbs averaged 79.65 grams per quarter square meter or <br />2,838.7 pounds of air -dry forage per acre. According to the sample adequacy equation <br />found in Rule 4.15.11(2)(a), sample adequacy at the 90 percent confidence level, for <br />"desirable forage production," was determined to equal 35.2 transects and 30 transects <br />were sampled. <br />Forage production from the Irrigated Pasture Reference Area are found in Appendix 1 - <br />Table 4, Irrigated Pasture Reference Area - Production located on page 17 of the 2011 <br />report. The production of desirable perennial grasses and perennial forbs averaged 70.53 <br />grams per quarter square meter or 2,513.7 pounds of air -dry forage per acre. Application <br />of the sample adequacy equation found in Rule 4.15.11(2)(a), sample adequacy at the 90 <br />percent confidence level, for "desirable forage production," was determined to equal 78.2 <br />transects and 30 transects were sampled. <br />2012 Phase III Revegetation Monitoring <br />The results obtained from this monitoring effort performed by IME are contained in the <br />attached report entitled Revegetation Monitoring Report for Phase III Bond Release <br />Areas Sampled in 2012 on the Western Fuels - Colorado LLC - New Horizon NH2 Mine. <br />One Irrigated Pasture Reclaimed Area was studied for final bond release in 2012, which <br />included the previously sampled Irrigated Pasture IP -3 - Phase III containing 95 acres and <br />the corresponding Irrigated Pasture Reference Area. The location of this Irrigated Pasture <br />Reclaimed Area is found on Map R -3, SL -14 Bond Release Map. <br />The second year's plant cover data for the IP -3 - Phase III Irrigated Pasture Reclaimed <br />Area are found on Appendix 1 - Table 5, Irrigated Pasture Phase III Reclaimed Area - <br />2012 Plant Cover located on page 17 of the 2012 report. This table also contains the <br />percent absolute cover by species, rock, bare ground, litter and relative cover values. <br />"Allowable plant cover" averaged 86.47 percent. Application of the sample adequacy <br />equation found in Rule 4.15.11(2)(a), resulted in sample adequacy at the 90 percent <br />confidence level, for "allowable plant cover" being achieved with 0.5 transects and 15 <br />transects were sampled. <br />The plant cover data for the Irrigated Pasture Reference Area obtained from the 2012 <br />sampling are found on Appendix 1 - Table 3, Irrigated Pasture Reference Area - 2012 - <br />Plant Cover located on page 15 of the 2012 report.
