2004. <br />The 2004 ARR contains no discussion of grazing activities. However, grazing did <br />occur in 2004, similar to that described in detail in connection with 2010 and 2011 for <br />the Pasture Reclaimed Areas. It is assumed that similar stocking rates and grazing <br />periods were employed in 2004. <br />The Irrigated Pasture Reference Area did not exist at this time. Hence, there is no <br />information available as to how this site was managed but it is believed that it was <br />managed in a similar manner, being irrigated and grazed with horses and cattle in a <br />similar manner as described previously. <br />Management Practices Utilized in 2003. There was no repair work associated with rills <br />and gullies performed in 2004 on any of the Phase II or Phase III Bond Release areas. <br />Weed control measures targeting State listed and local species of concern including: <br />Russian Knapweed, Canada Thistle, Sunflower, White Top and Field Bindweed were <br />treated via spot spraying in areas where they were located in the fall of 2003. Weed <br />control was performed by WFC and a licensed weed control company. Pest <br />management, consisting of Prairie Dog control, was not conducted in 2003. <br />Fertilizer, was applied to all reclaimed areas once or twice in 2003. Application rates <br />ranged from 0 to 250 pounds per acre. Hay production listed by property owner, of the <br />first cutting as summarized in the 2003 ARR, documents that 215.92 acres of Irrigated <br />Pasture Reclamation were harvested for hay, with the weighted average production <br />being 2,625 pounds of field dried forage per acre. Irrigated water was diverted into the <br />CCC ditch on 20 April and reached the reclaimed areas on about 22 April. The CCC <br />Ditch water was shut off on 12 October and stopped reaching the site on about 14 <br />October 2003. <br />The 2003 ARR contains no discussion of grazing activities. It is assumed that similar stocking rates and grazing <br />periods were employed in 2003. <br />As shown on the various ARR reseeding maps for the years 2000 through 2008, there <br />was a small parcel of land located on the southern end of the Burbridge property that <br />was regraded commencing in 2008 with the reseeding occurring in 2003. This site is <br />also shown on Map R -3, Topsoiling and Reseeding, accompanying this bond release <br />application. This site was originally disturbed at the request of the landowner and a <br />sediment pond and associated diversion ditch was constructed on this area. However, <br />the landowner changed his mind and directed WFC to reclaim this pond saying that he <br />no longer wanted it. As shown on the original maps, this area was shown as being <br />reseeded, however, upon further investigation of the DRMS regulations, it was <br />SL -14 03DEC12.wpd 24 <br />
