INTRODUCTION
As a part of an ongoing reclamation effort, Cyprus Climax Metals Company is in the
process of removing tailing from Dam No. 4. Upon successful clean-up of this facility, it
will be renamed as "Eagle Park Reservoir". The reservoir is located at the Climax Mine
and Mill which is located in central Colorado near the summit of Fremont Pass northeast
of Leadville. Specifically, the dam and reservoir are located in the northwest quarter of
Section 33, Township 7 South, Range 79 West, of the 6th P.M., on an unnamed tributary
of East Fork Eagle River. The location of the proposed facilities is shown on Sheet 1 of the
Construction Drawings.
Dam No. 4 was originally constructed as a tailing storage facility in the mid-1960's
without a low level outlet works facility. In 1980, the Dam Safety Branch of the Office
of the State Engineer approved water storage in the reservoir, following inspection of the
emergency spillway constructed in 1979. The Dam Safety Branch has conducted annual
inspections of the dam since 1988. No restrictions have been placed on operation of the
dam for a water storage reservoir. The facility is rated as a Class I dam due to the
potential for loss of human life in the event of a dam failure. It is also classified as a Large
dam by the Dam Safety Branch.
Conversion of the reservoir for fresh water storage will require the construction of
an outlet works facility. This report focuses on the design of the outlet works. Reports
on the flood hydrology' and the results of the geotechnical investigation have been
submitted under separate cover. This design report is submitted along with the
construction plans and technical specifications to present the criteria and methods used
for the design of the outlet works.
Current plans are for construction of the outlet works during the summer
construction season of 1995. The construction work will be competitively bid as a lump
sum or unit price contract.
1
