Storage is contingent upon the following: <br /> 1- Submittal and approval of an updated Emergency Preparedness Plan by all <br /> holders of the plan. <br /> 2- Installation of the trash rack in accordance with the plans. <br /> 3- Completion of the seepage/pumpback line, and <br /> 4- Implementation of the initial reservoir filling and monitoring plan. (See additional <br /> requirements for monitoring below.) <br /> Also (Not a condition for filling), the reservoir depth-area-capacity tables/curves <br /> shall be submitted to our Division Engineer's office in Glenwood Springs as soon as <br /> possible after doing the surveys. By copy of this letter, the owner is reminded that they <br /> are responsible for monitoring all the instrumentation in accordance with Rule 15.C. of our <br /> Rules and Regulations for Dam Safety and Dam Construction, September 30, 1988. This <br /> includes surveys of the movement monuments, and measuring and recording the <br /> leakage. We request that you prepare a written plan for observing the dam and <br /> 'Subject to change <br />
