Talvitie, P.E. <br />Subject: Seneca 11-W Mine — Permit No. C- 1982 -057 <br />TR -79 — Pond 016A Slide Area As -Built <br />Adequacy Review — Engineering / Geotechnical <br />As requested, I have reviewed the TR -79 application submitted by Seneca Coal Company (SCC). <br />This revision provides documentation regarding the Pond 016A slide remediation project that <br />was approved under TR -73. Construction activities were initiated in 2011, and completed in <br />2012. <br />The application includes a revised Attachment 20 -D which includes both a Construction <br />Summary, describing the remediation activities; and Construction Documentation, consisting of <br />field reports and compaction results from Northwest Colorado Consultants, Inc. (NWCC), SCC's <br />engineering consultant. I have no adequacy comments regarding these items. <br />Exhibit 13 -2 (Surface Hydrology) and Exhibit 20 -2 (Postmining Topography and Drainage) have <br />both been revised with TR -79, and a new Exhibit 20 -3 (Sheets 1 and 2), Post -Mine Road <br />Profiles, has been submitted. These items appear to be adequate, but the application lacks one <br />important element needed to tie the various pieces together: a plan view showing the as -built <br />topography and locations of the features identified on new Pages 20 -D.1 and —D.2 of Attachment <br />20 -D. [Proposed details of this nature were approved as Exhibit 20 -D.2 with TR -73] <br />My formal comment is provided here: <br />Please provide a map which illustrates the various features and final topography as they <br />were constructed with the Pond 016A remediation project. The map should be at a scale <br />consistent with that used in Exhibit 20 -D.2 as approved with TR -73. <br />Please let me know if you need any additional information. <br />
