If the first two surveys are consistent <br /> and repeatable, the intent of the baseline survey has been met and a third baseline reading is <br /> not needed. <br /> We recommend monitoring the slope every 2 weeks during the spring reservoir filling. We <br /> expect that reservoir filling will occur over a short period beginning in early June and <br /> concluding in mid July. The short filling period would result in 3 separate surveys. We <br /> recommend biannual readings; the biannual survey would begin in October of 1998 and <br /> continue with readings at the beginning and end of the next year's operating season(June and <br /> October). If no movement is observed through the fall of 1999, the scheduled monitoring <br /> would be stopped. Continued visual monitoring of the slope would continue as part of the <br /> annual dam safety inspections, as required by the Colorado State Engineers Office Dam <br /> Safety Division (SEO). <br /> The DMG stated that the monitoring of the slope must be incorporated into the permit until <br /> the slope can be shown to be stable. Visual monitoring of the reservoir slope will continue as <br /> part of normal dam operations and state dam safety inspections. Therefore, no interim <br /> reporting to DMG is required unless confirmed movements greater than 0.2 feet are observed. <br /> Reporting will be completed as part of annual reclamation permit reporting. <br /> We hope this letter helps clarify our recommendations.
