If the first two surveys are consistent and repeatable, the intent of the baseline survey has been met and a third baseline reading is not needed. We recommend monitoring the slope every 2 weeks during the spring reservoir filling. We expect that reservoir filling will occur over a short period beginning in early June and concluding in mid July. The short filling period would result in 3 separate surveys. We recommend biannual readings; the biannual survey would begin in October of 1998 and continue with readings at the beginning and end of the next year's operating season(June and October). If no movement is observed through the fall of 1999, the scheduled monitoring would be stopped. Continued visual monitoring of the slope would continue as part of the annual dam safety inspections, as required by the Colorado State Engineers Office Dam Safety Division (SEO). The DMG stated that the monitoring of the slope must be incorporated into the permit until the slope can be shown to be stable. Visual monitoring of the reservoir slope will continue as part of normal dam operations and state dam safety inspections. Therefore, no interim reporting to DMG is required unless confirmed movements greater than 0.2 feet are observed. Reporting will be completed as part of annual reclamation permit reporting.
