III IIIIIIIIIIIIIIIICLIN&X MOLYBOENL. vl COMPANY
999 Climax Mine A unit of AMAX Inc.
January 24 , 1994
Mined Land Reclamation Division 19,94.
Division of Minerals and Geology
1313 Sherman Street
Denver , CO 80203
Certified Mail No . . P 439 322 547
Re : Climax Mine Permit No . 7 -493 Technical Revisions TR-005
Gentlemen :
The issues relative to TR-005 which the Division has
requested clarification are addressed 'herein as follows :
1 . Bonding for reclamation of the former Moiy-Oxide Pond.
In the most recent corres, ondence , the Division states
that the "project must be properly bonded since the
approvec end ! and use of Developed Water Resources
cannot be attained without removal of the tailings . " As
stated in the technical revision application , removable
of the tailings is t",e most feasible method for Climax
purposes of a-Ffectinq the reservoir conversion . This
statement was not intended to imply that it was the only
method of conversion . In studies by independenit
consulting engineering firms , removal of the tailings is
but one caption of several different alternatives which
could be utilized to affect the same final use . . The
estimated cost that was presentee in tre technical
revision application was for redevelopment , and not
reclamation of the facility . Climax will adequately
address any bonding issues in the requested information
that wi ! ! be submitted to the Div lion relative to the
forthcoming bond review
2 . Surface water impact during the tailing relocation process .
The Division is welcome to inspect any of the spill
prevention facilities , and maKe any recommendations ,
however the final regulatory authority as to the adequacy
of any ID ! containment and prevention facilities will
be tree Colorado Department of !-lea ! to Water Qua i i ty
Control Division since .ai1v potential discharges would
fail under their jurisdiction and the Clean Water Act and
NPDES requIatIons .
Climax, Colorado 80429 Phone: (719) 486-2150 Telecopier Ext. 540
