INTRODUCTION - TECHNICAL REVISION BASIS <br /> The 1989 Amendment to the Climax Mine MLRD Permit No . 77-493 <br /> designated the N, . 4 Dam Reservoir (M(j- lly-Oxide Tailing Pond ) as <br /> a permanent Water titorage Site that ''would require little or no <br /> grading'' in order to satisfy flnai reclamation requirements . <br /> ine amendment did not specify a final reclamation comp l et. + on <br /> date at the time of submittal , and it was impi led that final <br /> reclamation was to be coincidental with or subsequent to the <br /> end-of- life of the Climax Mine . <br /> Because of market conditions and the resultant revision of the <br /> estimated ore reserves , downsizing, of the Climax Mine became an <br /> economic necessity . This was the underlying reason for the <br /> submissioi-, of the 1989 MLRD Permit amendment which was approved <br /> by the Colorado Mined Land Reclamation Board . <br /> Many of the production and water nanaIing facilities are no <br /> longer needed to support future projected molybdenum product : on <br /> rates . As a result , it became feasible to accelerate the final <br /> reclamation schedule for some areas . The former Molly-Oxide <br /> Tailing Pond was one such facility since it had a potential <br /> possible alternative use as a fresh water storage facility . <br /> The Climax Mine made the decision to accelerate the conversion <br /> of the former Moly-Oxide Pond into the Eagle Park Reservoir , <br /> and a joint MLRD/Climax discussion , relative to the project , <br /> was conducted on February 18 , 1993 . The initial decision of <br /> the Division was that a Technical Revision to the Permit would <br /> not be required , however after further evaluation , the Division <br /> has subsequently decided that a Technical Revision to the <br /> Amended Permit would oe in order . In view of the scope of the <br /> proposed project , and since the 1989 Amendment was not <br /> definitive in specifying the type of water storage , nor the <br /> conversion details involved , the Climax Mine concurs with the <br /> Division , and herein proposes a Technical Revision . <br />
