There are no special permits reauirea other than the normal Puolic utilities Commission permits . 2 . Description of precipitate assimilation . As stated in the tecnnicai revision application , the Mt . Emmons precipitate is off- loaded at the Clinton Cut-out . There it is mixed with Climax pre-treated (pH moarfiea) water and , s then transported , as a slurry , via an open channel to the Mayflower Treatment Pond . The metals contained in the precipitate nave been chemically staniiizea as verified by the TCLP aata that was furnished with the Technical Revision application . Adaitlonally , the pH of the Mayflower treatment faculty process water is normally maintained in the 10 .v_, - -t i .0 range whicn promotes precipitation of any metals that couia nave oecome re-mobilizes in the handring process , and also enhances the ong-term stand ty of the precipitate . Discharge of the Mayflower treatment water to Tenm ; le Creek is stringently monitored by the Colorado Department of -lea i th under- the C l i max V i ne NPDES permit . Aater analyses which are required by the Climax i\iPDES Discharge permit verify that the metal concentrations are weir neiow the permit limit parameters , and have remained so over the past several years . rluctuat ; ohs or increases of metals concentrations wnicn would be indicative of re-mobilization have not been detected in any water analyses .
