determined by the Division to be confidential according to 2.07.5, <br />available for the public to inspect and copy. This shall be done by <br />filing a copy of the application submitted to the Division with the <br />recorder at the courthouse of the county where the mining is <br />proposed to occur, or another equivalent public office if it is <br />determined that that office will be more accessible to local <br />residents than the county courthouse. <br />(b) The applicant shall file the copy of the complete application less <br />confidential matters, by the first date of newspaper advertisement <br />of the application. The applicant shall file any subsequent revision <br />of the application with the public office at the same time the <br />revision is submitted to the Division. <br />(5) Any person having an interest which is or may be adversely affected by <br />a decision of the Division regarding the proposed surface coal mining <br />operation, or the officer or head of any Federal, State, or local <br />government agency or authority, shall have the right to submit written <br />objections to or comments upon the initial or revised application for a <br />permit, permit revision or permit renewal, to the Division within 30 <br />days after the last publication of the above notice. Such objections and <br />comments shall immediately be transmitted to the applicant by the <br />Division and shall be made available to the public, at the same locations <br />as the application. <br />(6) Informal Conference. <br />(a) Within 30 days after the last publication of the notice specified in <br />2.07.3(2), any person who files objections or comments pursuant <br />to 2.07.3(3)(c), 2.07.3(5), or 3.03.2(3), may request an informal <br />conference. The request shall: <br />(i) Briefly summarize the issues to be raised by the requestor at <br />the conference; and <br />(ii) State whether the requestor desires to have the conference <br />conducted in the locality of the proposed mining operations. <br />(b) Except as provided in 2.07.3(6)(c), if an informal conference is <br />requested, the Division shall hold the informal conference within <br />60 days after the last publication of the newspaper advertisement. <br />The informal conference shall be conducted according to the <br />following: <br />(i) It shall be held in the locality of the proposed surface coal <br />mining operation or release. <br />
