Dist. 36 and 37 <br /> Dear Mr. McCall: <br /> The application data for the above referenced project submitted to us <br /> for review and comment does not contain enough information to evaluate <br /> the stability of the tailing structures at the Climax Mine . <br /> In order to determine the stability of these structures, it would require <br /> a comprehensive geotechnical and geological investigation of the foundation, <br /> abutments, and embankments . This would include field investigation, labora- <br /> tory testing and analysis, including appropriate seismic factors . <br /> The following comments are made about the report: <br /> 1 . The diversion capacity of the interceptor canals is not <br /> shown in relation to their ability to prevent a major storm <br /> from accumulating in the tailing ponds and possibly over- <br /> topping the spigot dikes, causing a washout of the dam. <br /> A comprehensive hydrology study should be made for each <br /> structure to determine its ability to divert/store an appro- <br /> priate Inflow Design Flood. <br /> The post-mining storage of floodflow will be nil so the <br /> spillway structure mentioned would only need to pass <br /> normal floodflows , but should be able withstand less <br /> frequent, high floodflows .
