MCM PR -2 Adequacy Responses
November 28, 2012 Page 2
comments on the EA and is currently reviewing and responding to those. There are now two
scenarios for the timeframe for the Decision Record pending the need for further evaluation and
possibly air - quality modeling stemming from some of the comments: a) mid - January 2013 if
modeling is not needed; and b) unknown timeframe but certainly well beyond January 2013 if air
quality modeling is deemed necessary.
I would like to stay ahead of the curve on this and complete our review of the adequacy
responses and if possible be in a position to approve PR -2 coincidental with the BLM's Decision
Record. Several of our staff were involved with the initial review but some of them have since
retired. I am requesting assistance as follows:
■ Identification of Interests, Compliance Information, and AVS review, Permit Application
Package Volume I Section 1 and Appendix A - Mary Rodriguez;
■ Revegetation, Soils, Prime Farmland Investigation, Fish and Wildlife Resources, and
AVF Determination, Permit Sections Volume I - 2.04.9, 2.04.10, 2.04.11, 2.04.12, 2.06.8,
and Appendices T,U,V, and W - Brock Bowles;
■ Reclamation Cost Estimate - Susan Burgmaier and /or Jim Stark; and
■ Engineering/Geotechnical including mine facilities, new refuse pile, stockpile areas,
roads, and stability analyses, Permit Section Volume 1— 2.05.3 and Appendices R and S -
- Marcia Talvitie.
Two copies of the response submittal are available in the Denver office and one copy has been
received in the Durango office. I am requesting that review memos be completed and submitted
to me by December 19, 2012. We will also need to prepare a Finding document on relatively
short notice and I may request further assistance with that effort. Thank you all for your
assistance. Let me know if you have questions or need additional information.
C: Sandy Brown
Denver File
