A Mountain Coal Company
November 16, 2012
Mr. James R. Stark
Colorado Department of Natural Resources
Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, Colorado 80203
Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C- 1980 -007;
Minor Revision No. MR -389, Modified Phase 1B RPE East Buttress and Additional
Refuse Placement
Dear Mr. Stark:
Mountain Coal Company, LLC (MCC) submits this letter, application form and Barr
Engineering Co. (Barr) memorandum for Minor Revision No. MR -389 to provide the stability
analysis and modeling justification for the modified Phase 1B RPEE buttress and additional
refuse placement. In MR -383, approved by the Division nearly a year ago, the maximum
elevation of refuse placement was limited to 6,775' above the Phase 1A buttress. With the
continued addition of rock and colluvium beyond the Phase 1A buttress design, the stability
analysis and modeling as discussed in Ban's memorandum dated October 12, 2012, show
that the modified 1B buttress meets minimum requirements to allow continued refuse
placement to an elevation of 6,930'.
Please contact me at (970) 929 -2238 or by e-mail should you have questions regarding this
submittal.
Sincerely,
Kathleen G.
