Burgmaier <br />November 20, 2012 <br />Page 2 <br />With PR -13, BRL proposes to expand its mine plan to the north in the western mining district so it can <br />mine four additional longwall panels. <br />I have the following adequacy review comments regarding PR -13. <br />1. On permit page 2.04 -32i BRL describes monitoring well TC -03 -03 and indicates that this well <br />has a pinched casing and is scheduled to be abandoned. Based on recent conversations with <br />J.E. Stover & Associates this well has since been abandoned. Please revise the permit text <br />accordingly and submit an abandonment report to the Division in accordance with Rule 4.07.3. <br />Map 09 Hydrological Monitoring Location Map still shows well TC -03 -03 as an Active <br />Monitoring Point and this should also be updated. <br />2. Please revise Map 09 to differentiate between wells that are inactive versus those that have <br />been sealed and abandoned. It appears that there are a few wells that have been abandoned <br />and permanently sealed but are still designated on Map 09 as Inactive Monitoring Points. <br />Wells that have been pennanently sealed but that are described in the permit text or listed in <br />AHRs with regard to water quality data or other pertinent information should remain on Map <br />09 with the designation of permanently sealed. It will be necessary to locate these wells during <br />future groundwater reviews. <br />3. The two monitoring wells installed in 2011 to provide down gradient monitoring for the <br />western mining district are shown on Map 09 as 2010 -1 Proposed Monitoring Well. This <br />designation should be changed to Active Monitoring Point and the two wells at this location <br />should be identified separately on the map to show that there are actually two wells. These <br />wells are described on page 2.04 -3 -2i. One monitoring well (2010 -113) is completed in the 13- <br />Seam with a screened interval of 1,190 to 1,220 feet. The second well (2010 -1 S S) is <br />completed in a sandstone water bearing zone located above the B -Seam with a screened <br />interval of 1,120 to 1,140 feet. Please add the Well Completion Diagrams for these wells into <br />the permit application package. <br />4. The Active Monitoring Wells Completion Summary Table that is provided in the PAP on page <br />2.05 -1251 needs to be updated with the wells drilled in 2011. It also appears that well TC -03- <br />03 is no longer active. Please ensure that the information contained on this table is updated and <br />accurate for the current monitoring program. <br />5. Please update page 2.05 -117 of the Hydrologic Monitoring Plan where drill holes are <br />discussed. It appears that there are now sixteen drill holes monitored and the text needs to <br />include the separate descriptions for the two wells at the 2010 -1 location. <br />
