Page 4 of 4 <br />7. The Active Monitoring Wells Completion Summary Table that is provided in the PAP on <br />page 2.05 -1251 needs to be updated with the wells drilled in 2011. It also appears that well <br />TC -03 -03 is no longer active. Please ensure that the information contained on this table is <br />updated and accurate for the current monitoring program. <br />8. Please update page 2.05 -117 of the Hydrologic Monitoring Plan where drill holes are <br />discussed. It appears that there are now sixteen drill holes monitored and the text needs <br />to include the separate descriptions for the two wells at the 2010 -1 location. <br />9. A discussion regarding PR -13 and the plan for continued groundwater monitoring as BRL <br />progresses mining to the north in the western mining district should be added to the <br />permit document. Following the last paragraph on page 2.04 -32i seems an appropriate <br />place in the permit for adding this discussion. The following should be described and <br />included. <br />a. Describe the current layout for up gradient and down gradient monitoring wells for <br />the western mining district and the new area to the north proposed with PR -13. <br />b. According to the Mine Plan in 2015 the down gradient monitoring location 2010 -1 <br />(two wells) will be mined through. What is BRLs plan for continued down gradient <br />monitoring once the two down gradient wells are lost? <br />C. Do the same conditions exist in the northern part of the western mining district <br />with regard to the hydraulic isolation of the Rollins Sandstone as described in the <br />PHC pages 2.05- 115 -116 and verified on Geologic Cross - Sections during the PR -12 <br />review? If appropriate add this discussion to the text and update appropriate maps <br />as needed. <br />d. Do the same conditions exist to the north of the western mining district with regard <br />to the economical or technical practicality of drilling very deep wells in rugged <br />terrain with limited access as previously described for the Bowie No. 2 Mine area <br />east of Terror Creek (pages 2.04 -31 -32 of the PAP)? If applicable BRL will need to <br />demonstrate that these same conditions exist or otherwise provide for down <br />gradient monitoring beyond the 2010 -1 well locations. <br />If you have any questions or need additional information, please contact me. <br />Sincerely, <br />Susan L.
