Pineda <br />Director <br />The Division has completed a preliminary adequacy review of the permit revision (PR 13) <br />submitted by Bowie Resources, LLC (BRL) for the Bowie No. 2 Mine. The revision proposes the <br />inclusion of two lease modification areas northwest of the currently approved mining area, and <br />provides a revised mine plan. We have the following comments and questions regarding the <br />submittal. <br />1. BRL has provided the information required by Rule 2.05.6(6)(b)(ii), documenting that <br />there are structures (Turkey Track Ranch cabins) within the permit boundary that BRL <br />predicts will not be materially damaged. BRL bases this prediction on the mine plan that <br />has been developed to leave a pillar in place on the west end of Panel B -20. BRL has <br />not, as required by Rule 2.05.6(6)(b)(ii), proposed a monitoring program to determine <br />the accuracy of that conclusion. The revised text on page 2.05 -158 indicates that <br />subsidence monuments will be installed on the Turkey Track Ranch structures since they <br />are close to the angle of draw, but no locations for the monuments were shown on Map <br />27 or 27B. The Division believes it would be prudent to monitor subsidence in the <br />vicinity of these structures so that it would be possible to determine whether any <br />subsidence related damage to these structures occurs. BRL has proposed additional <br />monitoring points along the Pitkin -Mesa pipeline, and PL -22 will provide data near the <br />southern structure. At least one additional point should be placed on the northwest <br />corner of Panel B -20 to get data near the structure that lies just outside of the western <br />edge of the predicted subsidence zone, as shown in the pink circle shown on a portion <br />of Map 27, below.
