OBSERVATIONS <br />PERMIT #: M- 2002 -052 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: November 9, 2012 <br />The Two Rivers Rock site was inspected by Peter Hays with the Division of Reclamation, Mining and Safety <br />(Division) as part of the Division's monitoring inspection program. The site was last inspected on October 1, <br />2009 by the Division. Mr. Rick Smith with Western Equipment and Truck, Inc. was present during the <br />inspection. <br />Western Equipment and Truck owns the surface property, sand and gravel rights and conducts the mining <br />operation at the site. The site appeared mostly unchanged since the previous inspection. Mr. Smith stated no <br />mining has occurred since approximately 2005. Tree clearing operations were observed on and off of the <br />permit boundary during the inspection. The trees were being cleared in anticipation of future residential <br />development at the site. The trench from the flow line of the Little Thompson River to the east mining limit <br />had been backfill and the associated pump and culvert were removed by the Operator. The trench was not <br />able to dewater the pit effectively causing the Operator to change the mining plan for the future. <br />The approved post mine land use for the site is developed water resource. The pit is currently approved to be <br />sealed with a clay liner. The Operator decided to change the method of sealing the pit to slurry wall. <br />Preparations for the slurry wall installation were observed during the inspection. Survey stakes were observed <br />and the area for the slurry wall was defined by preparing a flat work area and stockpiling fines material which <br />will be mixed with the bentonite slurry along the proposed slurry wall location. Deere -Ault Consultants <br />designed the slurry wall plan according to the Operator. The Division will require the Operator to submit a <br />technical revision, per Rule 1.9, to change the approved reclamation plan from clay liner to slurry wall. The <br />Operator also stated the gas well planned for the northwest corner of the site and included in technical <br />revision no. 1 is no longer planned. The well must be removed from the approved mining and reclamation <br />plans as part of the future technical revision. <br />The Division currently holds a reclamation bond in the amount of $294,914.00, which is adequate to reclaim <br />the site based on the observations from this inspection. The Operator must include a revised financial <br />warranty calculation for the proposed slurry wall installation as part of the future technical revision. The <br />Division recommends the Operator and their consultant review the Division's Guide to Specification <br />Preparation for Slurry Walls and Clay Liners as a Component of a Colorado Mined Land Reclamation Permit. <br />The guide is available on the Division's website at http: / /mining. state. co. us /rulesregs /LINEDPITGUIDE.pdf. <br />The mine sign and boundary markers required by Rule 3.1.12 were observed during the inspection. Mr. Smith <br />stated a few boundary markers were removed as part of the tree clearing work, but would be reinstalled soon. <br />No noxious weeds were observed and no problems were noted during the inspection.
