Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> N -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the Yoast Mine conducted by Brock Bowles of the Colorado Division of <br /> Reclamation,Mining and Safety on November 7, 2012. Dennis Bugay of Seneca Coal Company was contacted <br /> before the inspection but did not attend the inspection. The weather was clear and mild. The ground conditions <br /> were dry. <br /> BACKFILL and GRADING—Rule 4.14 Contemporaneous Reclamation 4.14.1;Approximate Original Contour <br /> 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27;Handling of Acid and Toxic Materials <br /> 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> A bulldozer was reshaping the slope on the north side of Pond 12 (photo 1). <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1,4.05.2,4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7,4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6,4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds 12 and 13 contained water but neither were discharging. The drainage channel YPM-3-2, in and <br /> below Exclosure SP06-3,has eroded and riprap was deposited further down the channel blocking the drainage <br /> (photo 2). Many gabions were staged in drainage YPM5-1 in preparation for repair of that drainage (photo 3). <br /> Pond ST-1 contained water but was not discharging. The berm did not have a good vegetative cover but appeared <br /> to be stable (photo 4). <br /> The drainages YPM-7 (photo 5) and YPM 6-1 were severly eroded during a storm. The damage to these drainages <br /> was noted in previous inspection reports July and August 2012.
