DEERE & AULT <br />CONSULTANTS, INC. <br />October 1, 2012 <br />Smith & Emmons Ditch Company <br />c/o Mr. Eric Englehard, President <br />10477 Weld County Road 7 <br />Longmont, Colorado 80504 -5442 <br />Re: Recommendation for Acceptance of Martin Marietta Materials Relocation of the <br />Smith & Emmons Ditch on the Duckworth Pit Property at WCR 20 -1/2; DAC <br />Project No. 0154.001.00 <br />Dear Eric: <br />On behalf of the Smith & Emmons Ditch Company I have reviewed plans prepared by the Scott, <br />Cox & Associates, Inc. on behalf of Martin Marietta Materials for relocation of the Smith & <br />Emmons Ditch on the Duckworth Pit property located on the north side of WCR 20 -1/2 <br />approximately one -half mile west of WCR 7. The relocation is desired to allow more efficient <br />mining of aggregrate at the Duckworth Pit. A copy of the reviewed plans are enclosed. <br />The proposed relocation involves removal of the existing ditch, construction of approximately <br />1,400 feet of 20 cfs capacity (at one foot depth), clay lined, 2 foot bottom width, 2 foot deep <br />ditch. The new ditch will have 1.5:1 side slopes and will be on a grade of 0.2 percent. The new <br />ditch will be constructed by overexcavation of the native soils, compaction of the clay material, <br />and excavation of the new ditch to final line and grade. The centerline of the relocated ditch will <br />be 17 feet east of the west property line. There will be a 12 -foot wide access drive along the <br />eastern bank (between the ditch and the Duckworth Pit), and the western top of bank will be 4- <br />feet in width between the ditch and the fence. <br />The relocation will begin at the existing culvert that crosses WCR 20 -1/2 and will tie into the <br />existing ditch at the southwest corner of the Lighthouse Cove property. Two structures will be <br />constructed as part of the relocation. The first will be a diversion structure that can be used for <br />future deliveries of water into the Duckworth Pit to be located to the east of the relocated ditch, <br />or can be used to direct water into a proposed gravel pit on the adjoining property to the west. <br />This structure features checkboards and two 18 -inch slide gates. The second structure will be <br />used to deliver Smith & Emmons water into the existing lateral that serves Lighthouse Cove. It <br />will have check boards and an 18 -inch slide gate. Finally, the Lighthouse Cove lateral will be <br />rebuilt as a 2 foot deep triangular ditch with 1.5:1 side slopes on a grade of 0.2 percent. <br />During my review a number of issues were identified which have been satisfactorily addressed <br />by Scott, Cox & Associates as reflected in the attached plan set.
