Box 6?S <br />Nucla, CO 81474 <br />Dear Mr. Fry: <br />1 <br />ENVIRONMENTAL SERVICES COMPANY <br />Enclosed is the report for the first accelerated chronic bionionitoring test performed for Western <br />Fuels on effluent From the New Horizon Mine NPDES 013 discharge. There were statistically <br />significant reproduction effects to the Ccrioda1Jhnia ehibia test species resulting in a No <br />Observable Effect Concentration (NOEL) of < 20 °% and an IC,5 of 49,5� %. Since both statistical <br />endpoint values are less than the Instream Waste Concentration (1WC) of 100 ° %, the daphnid <br />WET (Whole Effluent Toxicity) test meets the defined criteria for violation.
