Compliance With Mine Plan N - Support Facilities Not On-site <br /> N -Other N - Special Categories Of Mining <br /> R -Processing Waste N -Topsoil <br /> COMMENTS <br /> This was a partial inspection of the West Elk Mine conducted by Jim Stark of the Colorado Division of <br /> Reclamation, Mining and Safety.Weston Norris of Mountain Coal accompanied on the inspection. The mine was <br /> actively producing coal, loading trains and hauling refuse to the RPEE at the time of the inspection. The weather <br /> was warm and sunny and the ground was dry. <br /> HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage —Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> -Pond SG-1 was almost dry and was not discharging at the time of the inspection. The embankment was well <br /> vegetated and stable and no erosional problems were noted. The emergency spillway is an open, riprapped <br /> channel. The spillway was stable. <br /> -The RPE ponds were basically dry at the time of the inspection. Both cells of the pond were cleaned last month. <br /> The pond embankments were well vegetated and stable and no erosional problems were noted. The ditches around <br /> the RPE were clean and stable and no erosional problems were noted. <br /> -Pond MB 3 contained water at a level approximately three feet below the discharge pipe and was not discharging <br /> at the time of the inspection. The pond was cleaned last month. The pond embankment was well vegetated and <br /> stable and no erosional problems were noted. <br /> -The freshwater pond 1 contained water approximately eight feet below the overflow ditch. The pond is low due <br /> to the very dry year the area has had. The pond is a lined pond and remains stable. <br /> -The ditches along the main haul road were all clean and stable. The roadside ditches along the haul road to the <br /> Sylvester Gulch facilities area were all clean and stable at the time of the inspection.
