Stoner t" ngineering & 5urve9ing <br />=r veering, Testing & Surveying <br />Date: October 16, 2012 <br />To: Tom Bird <br />Manager, Coal Services <br />GCC Energy, LLC <br />6473 County Road 120 <br />Hesperus, CO 81326 <br />(970) 385 -4528 <br />From: Ryan Griglak, P.E. <br />Project Manager <br />Stoner Engineering & Surveying <br />Re: Annual King Coal II - Water Quality Improvements Inspection <br />RECEIVED <br />NOV 13 2012 <br />uivision of Reclamation, <br />Mirnng & Safety <br />On September 29, 2012, Ryan Griglak, P.E. visited the GCC Energy, LLC King Coal II site to <br />conduct the annual inspection of the water quality pond installed to prevent contaminated <br />storm water runoff from escaping the site in events smaller than the 100 -year storm event. <br />The King Coal II storage pond which collects all the contaminated runoff from the site via <br />surface runoff or culvert (see Pic. 1) is in good condition. Offsite runoff (clean) is routed along <br />the outside of the site via channels. The inside of the pond area is covered with well vegetated <br />grasses which minimize erosion to the slopes and bottom of the detention pond (see Pic. 2). <br />The dual staged elevation outlet control structure (See Pic. 3) and downstream riprap and grass <br />Tined channel (See Pic. 4) are also in good condition. All the water quality control features are <br />in a state of good repair and appear to be functioning as designed in the plan submitted to the <br />Division of Reclamation, Mining & Safety. <br />Please let me know if you have any additional questions or concerns in regards to the issues <br />discussed. <br />Sincerely, <br />Ryan M.
