MANAGEMENT <br />Re: Snowcap Coal Company, Inc. <br />Application for Technical Revision <br />French Drain Flow Variations <br />Permit No. C- 1981 -041 <br />RECE "•'FD <br />NOV 1 3 2012 <br />Division of Reclamation, <br />Mining & Safety <br />On behalf of Snowcap Coal Company, enclosed is an application for a technical revision to <br />incorporate a discussion of the flow variations in the french drain system at the portal. The <br />revision also provides a new design for the drainage ditch H -H that crosses reclaimed sediment <br />pond 9. <br />The flow variation in the french drain is caused by ground water that originates from an irrigation <br />pond located southwest of the portal. During years the irrigation pond contains water, flow from <br />the french drain increases. <br />Ditch section H -H flows through reclaimed sediment pond 9. The ditch design is based on a 2% <br />grade as shown on page 14- 6- 18xxiii. Where ditch H -H flows through sediment pond 9 the <br />grade will increase to about 5 %. This section of ditch H -H will require pit run rip rap and will be <br />constructed as detailed on page 14- 6- 18xxiv and shown on Exhibit 26. <br />Revised Exhibits 6C and 26, revised permit pages 14 -7, 14 -8, 14 -30i and 14 -31 and new <br />appendix page 14- 6- 18xxiv are enclosed to support this technical revision.
