Mr. Gebhart <br />Page 12 <br />November 13, 2012 <br />6.4.5 Exhibit E — Reclamation Plan <br />5. The Applicant has stated that it may be necessary to cut /fill the pit walls to achieve the final <br />grade of 3H:1 V for five feet above and ten feet below the static water level. Please clarify <br />how the final grade would be achieved if the Operator does not cut /fill the pit walls. <br />6. Please describe how the Operator will demonstrate the pit walls have been reclaimed to a <br />final grade of 3H:1 V for the portion of the pit walls which are beneath the static water level. <br />7. Please provide the Division with a typical cross section which shows the final configuration <br />of the reclaimed slopes. <br />6.5 Geotechnical Stability Exhibit <br />8. Upon reviewing the Mining and Reclamation Plans, the Division has determined that it will <br />be necessary to provide an engineering stability analyses for the slope angles during mining <br />and for the final reclaimed slopes pursuant to Rule 6.5(2). The Applicant has submitted <br />signed damage waivers for the surrounding permanent man -made structures; however, the <br />Division has concerns over the stability of the reclaimed slopes given the proximity to <br />Interstate 76. <br />The Applicant shall demonstrate the long -term stability of the reclaimed slopes through an <br />engineering stability analyses. The analyses should utilize on -site soil strength parameters <br />based on available boring data. The analyses must account for any loading on the slopes from <br />either product/topsoil stockpiles or from equipment and must account for all slope <br />configurations and elevations. Please provide cross sections which depict the proposed <br />offsets, stockpiles, and slope angles. Finally, the analyses must render a safety factor. <br />As previously mentioned, if you are unable to provide satisfactory responses to any inadequacies <br />prior to December 13, 2012, it will be your responsibility to request an extension of time to <br />allow for continued review of this application.
