permit area will not be steep and the distance from water to areas of <br />suitable forage will not exceed the preceding recommendations. <br />Soil Testing Plan <br />In order to assure that the mixture of soil and spoil materials will <br />support the proposed postmining land uses, a sampling program will be <br />implemented. A composite sample containing approximately 20 <br />subsamples will be collected from the entire final graded surface and <br />submitted for laboratory analysis. The sample will be analyzed for <br />nitrogen and phosphorous using the methods suggested in the USDA <br />Agricultural Handbook No. 525, Laboratory Methods for Chemical <br />analysis of Mined -Land Soils and Overburden in Western United States. <br />Should the analyses reveal a need for fertilizer or amendments, <br />application rates will be based upon the amounts recommended by the <br />Guide to Fertilizer Recommendations in Colorado, Colorado State <br />University, Cooperative Extension Service. <br />(f) A description of measures to be employed to ensure that all <br />debris, acid - forming and toxic- forming materials constituting a fire hazard <br />are disposed of in accordance with 4.11.4 and 4.14.3 and a description of <br />the contingency plans which have been developed to preclude sustained <br />combustion of such materials; <br />RESPONSE: <br />No acid - forming substances exist within the spoil materials. A <br />description of the chemical characteristics of the overburden is <br />presented under Rules 2.04.6 and 2.04.9. <br />Flammable liquids, such as oil and fuel, are protected from spilling <br />into adjacent areas by earthen structures surrounding each storage <br />facility for such liquids. Grease and oil produced as a by- product of <br />the mining operations proposes{ herein, will be removed from the site by <br />a commercial disposal collector. A minor revision was granted in <br />October of 1985 which allows disposal of solid waste into the waste <br />rock disposal area of the Foidel Creek tine. Disposal of scrap metal <br />will be limited to locations which are above the water table. Garbage <br />is collected in the dumpsters and transported offsite by a local <br />contractor. <br />2.05 - -55 Revised 04/13/88 <br />
